Introduction
Health costs continue to a threat to the population’s well-being. It is the responsibility of the
government to ensure that its population has access and can afford healthcare services. President
Obama focused on bringing healthcare services to all Americans and make it affordable to them.
Before he was elected the 44th president, a large number of Americans lacked healthcare cover
prompting the president to focus on introducing an act to address such a challenge. In 2010, the
Affordable Care Act was introduced to offer healthcare insurance to Americans guaranteeing
them access to affordable healthcare. The act also focused on providing healthcare coverage to
vulnerable populations through Medicare and Medicaid. The synthesis below examines factors
that contributed to its implementation. Its effectiveness will be ascertained, and the challenges
faced will be identified and analyzed.
Reasons for implementation
Grubber and Sommers (2019), in their study, affordable care act effects on patients and providers
examine the factors that led to the enactment of the ACA. In their study, the researchers found
that some of the stakeholders that were involved by the act include healthcare facilities, the
insuring companies, the government, and the members of the population that were the act was to
cover. A large number of Americans did not have healthcare coverage as it was expensive for
them, and as a result, could not access healthcare service all the time when the need arose.
Therefore, the affordable care act was enacted to ensure that the vulnerable members of society
could access health care facilities. Increasing healthcare access is one of the ways that the

program led to an increase in the labor supply in the economy in the following years. The

establishing changes in demand for healthcare services after the enactment of the affordable care
act in 2010. In the study, the researchers acknowledge that people of color were disadvantaged in
that most of them could not afford the healthcare costs. The authors note that Medicaid and
Medicare offered people of color and other minorities an opportunity to access healthcare
services. Medicare and Medicaid targeted the members of the American population that were
earning a minimum wage, which made it hard for them to afford to pay for healthcare insurance.
The programs included people that received 133% above the minimum wage. The elderly were
as well covered, allowing the vulnerable groups to be guaranteed of healthcare services (Singh &
Wilk, 2019). Therefore, the introduction of the affordable care act and the inclusion of the
program, such as Medicare and Medicaid, contributed to an increase in the percentage of the
population that can access healthcare services. Therefore, the act aimed at increasing the
inclusivity of people from all backgrounds through access.
Effectiveness of ACA
The effectiveness of ACA is depicted through the number of people that access

elective surgery and clinical practice, examines the demand for various healthcare services and
how the changes in the number of people offered such services. Through the analysis of the
population before and after ACA was introduced, the researchers found that the number of
patients that had such a service performed on them increased after ACA was enacted. One of the

elderly, pregnant women, and children helped further to enhance the role and effectiveness of the
policy. Specifically, these programs include Medicaid and Medicare, which helps address the
medical costs for vulnerable populations, as identified above.
Challenges associated with the affordable care act
One of the challenges faced that faces the affordable care act as identified by Alharbi et
al. (2019) is the inclusion of cost-sharing, specifically when dealing with some medical
procedures. The element of cost-sharing in the affordable care act means that ACA is the primary
healthcare insurance provider. In contrast, a patient can use other healthcare insurance companies
to get the coverage they need. Considering that one of the motivating factors for the adoption of
ACA in large numbers is due to its affordability for all the members of the population. However,
the affordable care act was limited in that it had some clauses that allowed patients to cater for
their health through other healthcare insurance companies (Alharbi et al, 2019). It is through the
presence of such a clause that made it hard to maintain the quality of health among the
Americans. Such is so because some could not afford multiple health insurance, which was a
threat to their lives. Some of the processes that required additional coverage were carried out
either before the main medical procedure or after the medical process.

well as enhance access to healthcare insurance. To enhance diversity, the minority population
could barely afford health insurance. It is the need to guarantee people from all backgrounds that
the US government is in no way biased towards one race. As a result, people from all races were
allowed to access the affordable care act. The vulnerable members of the population working
multiple jobs to raise income and fend for their families found it challenging to access healthcare
services. Such is so as they did not have the extra income for healthcare services. Therefore, the
ACA achieved increased access reducing the vulnerability of some members of the society.
