More specifically, I will focus on the need to keep Baltimore City Community College (BCCC) as a separate two year institution verses merging it with any four year college or university.

Reason 1: Two year colleges focus on certificate programs, vocational skills, non traditional student population (high school enrollees and older students), developmental education, work force readiness, and are less expensive as compared to four year colleges and universities.

Reason 2: BCCC would lose Federal and State funding as a community college.

Reason 3: Inequality among the counties and Baltimore City would be promoted as 15 counties in Maryland would have community colleges.

Reason 4: The Maryland legislature is basing its plan to merge Coppin State University (CSU), University of Baltimore (UB), and BCCC on the CUNY (Colleges and Universities of New York) which has not been deemed as a successful merger.

Reason 5: Historically, BCCC serves a special population of BCPSS students and graduates and businesses germane to the Baltimore area.
