2.Title. Again, you’re ultimately advocating either for or against this policy, so make the title interesting and indicative of your stance. Try to keep your title short, so as not to lose the attention of the reader: 10 words or less is a common rule of thumb. The title of your policy brief may seem like a minor point; however, the title is the first thing your audience will read of your brief, so it has to attract them and ensure they consider your recommendations. Try to make your title memorable by choosing a provocative or surprising title, so that it sticks in the reader’s mind. It is often best to communicate your key message and the need for change in the title.
3. Description of the problem and proposition of the preferred policy. In your introduction, describe the problem that requires (required) attention and action by policy-makers. Tell me the policy you’ve selected that addresses this problem. Also briefly tell me who is (was) for and against this policy (and why); include whether you’re in support of this policy as well.
4.Presentation of selected policy features and discussion of their impact. The main part of your brief should contain an analysis of the policy features at hand — that is, outline the key features of this policy you’ve selected in detail.
a. Point out which features are the most appropriate to solve the given problem. Why?
b. Point out which features are inappropriate to solve the given problem. Why?
i. Impact Statement: Don’t forget to include who is going to be (was) impacted by this policy. This is related to whether the features are appropriate/inappropriate.
5. Recommendations. Propose from your perspective three specific and feasible recommendations required to address the problem outlined at the beginning of your policy brief. Your recommendation should make it clear in detail what policy-makers have to do to adopt your recommendations and why it is in their best interest to do so. Again, who is being impacted by this policy?
i. Don’t forget that you are a partisan stakeholder now – you need to have a strong opinion.
1. If you’re against the policy being put forward to address the problem, offer alternative policy solutions and recommendations.
2. If you support the policy being put forward, no policy is perfect and completely comprehensive – offer additional recommendations as to how it could be made better.
a. Defend your arguments against contradictory evidence where necessary and provide in-depth analysis aimed at identifying why your recommendations are the most viable one. Use strong evidence to support your arguments.
6. Concluding remarks. Finally, try to ensure that your policy brief feels complete. After completing each individual component of your policy brief, summarize the key message at the very end. Conclude your brief by demonstrating to your readers that your response is logical, relevant and complete.
7. Reference list. At the end of the brief, include a list of full references to the materials, which you have cited in the main text using the APA, MLA or Chicago citation style
