Michael Walzer contends that liberal states have the right to restrict migration across

their borders. Summarize one of Walzer’s arguments. Then explain how he modifies the case for restriction to accommodate the influx of refugees. Drawing on Alexander Betts’ article, summarize at least one other reason to admit refugees.
